Abstract
Para o sucesso das operações de lançamento de veículos aeroespaciais (foguetes de sondagens e/ou lançadores de satélites), as condições meteorológicas são fundamentais. Para isso, é importante diagnosticar a aplicação da meteorologia e identificar todos os impactos das condições ambientais sobre o veículo aeroespacial. Neste contexto, o objetivo deste artigo é apresentar uma visão geral da estruturação de problema e do processo decisório nas operações de lançamento de foguetes em condições de incerteza meteorológica. Foram entrevistados diversos atores do Programa Espacial Brasileiro e identificados alguns artigos na literatura com abordagens multidisciplinares; agregando as modernas técnicas de previsão do tempo probabilísticas, com os métodos de estruturação de problemas e análise de decisão. A discussão indica uma mudança de paradigma nos últimos anos, com uma maior relevância da iniciativa privada no setor aeroespacial e a busca por procedimentos mais customizados para atender novas demandas. Como considerações finais, destacada a necessidade de: estabelecer uma previsão de tempo customizada para cada missão; mapear todos dos riscos relacionados as condições ambientais e de desenvolver um sistema de suporte à decisão inovador para as operações de lançamento.
