Abstract
El presente trabajo pretende ofrecer una visión descriptiva de las principales novedades que introduce la Ordenanza Municipal de licencias y declaraciones responsables urbanísticas del Ayuntamiento de Madrid (pendiente concretar fecha aprobación). Con esta norma además de responder a la necesaria adaptación al marco legal definido por la Ley 1/2020, de 8 de octubre, por la que se modifica la Ley 9/2001, de 17 de julio, del Suelo de la Comunidad de Madrid, para el impulso y reactivación de la actividad urbanística, se pretende avanzar en un modelo de control urbanístico que haga posible el equilibrio entre la inmediatez y facilitación del desarrollo de las actuaciones urbanísticas por los particulares y la efectiva y tempestiva respuesta municipal en el ejercicio irrenunciable de sus potestades públicas.
