Abstract
Pour juguler la crise du logement qui accompagne la Grande Dépression, la Ville de Montréal institue en 1934 une Commission du logement salubre chargée d’enquêter sur les taudis et de proposer des solutions au problème qu’ils représentent. Aussitôt se pose la question de la frontière entre salubrité et insalubrité. Tandis que l’administration municipale fonde sa définition sur les caractéristiques structurelles des logements, les propriétaires et les gens d’affaires insistent sur les caractéristiques socioéconomiques de leurs occupants. Dans un cas comme dans l’autre, le principal objectif est moins d’améliorer les conditions d’existence des Montréalais que de freiner l’augmentation des dépenses et de la dette publiques tout en relançant l’activité économique.
