Abstract
La COVID-19 a constitué une opportunité idéale pour la mise en œuvre de la localisation. La réponse au cyclone Harold qui s'est abattu sur le Vanuatu en 2020 révèle que la pandémie a en effet accentué des dynamiques de localisation. Néanmoins, une compréhension réductrice du contexte par les acteurs internationaux, des perspectives différentes de la localisation et des capacités étatiques limitées nuisent à ses objectifs en ignorant les enjeux de pouvoir préexistants, en marginalisant des acteurs locaux et nationaux et en ralentissant la réponse. Le concept de localisation tel qu'il est conçu aujourd'hui et trouvant ses origines au Nord global possède un potentiel transformateur limité.
