La crise du Covid-19 met en évidence des problématiques managériales de différentes natures, qu’elles soient stratégiques, organisationnelles, informationnelles ou décisionnelles. Cette étude les analyse avant de proposer différentes solutions dans le cadre d’une amélioration des modes de pilotage des politiques locales. Ces solutions concernent alors des dimensions comportementales, instrumentales ou humaines, en mettant en jeu les collectivités locales, mais aussi l’ensemble de leurs parties prenantes, dont les habitants, les associations ou encore l’État. Un changement de paradigme y est avancé comme nécessaire, à travers quelques exemples, pour répondre aux mutations environnementales actuelles et à venir.
