Fédéralisme et nouveaux instruments d’action : l’exemple de l’Accord Économique et Commercial Global au Canada dans le domaine de la régulation énergétique

Abstract
Au Canada, l’AECG implique pour la première fois la responsabilité des échelons fédéral, provincial et municipal. L’accord affecte le développement territorial en ouvrant les marchés publics à la concurrence européenne. Cet article enquête sur la signification de cet accord pour la régulation énergétique et son organisation à différentes échelles territoriales. J’entends montrer que la négociation puis la mise en place de l’AECG éclairent des questions liées aux schémas de gouvernance et de responsabilité au Canada, en particulier la notion de fédéralisme énergétique. Issue d’une enquête de terrain géo-légale, cette contribution permet de réfléchir au rôle des accords commerciaux libéralisés dans les constructions territoriales.
