La Constitution colombienne (articles 356-357) a légalisé la création du Système général de participation des entités territoriales. Ces dernières accèdent ainsi aux subventions de l’État colombien dont l’objectif est de financer des projets et des programmes intégrés dans un plan de développement. Les territoires autochtones sont particulièrement touchés par cette création. Pour la gestion de ces fonds, l’État a mis en place des mesures juridiques visant la création de nouvelles organisations autochtones, comme les associations d’autorités traditionnelles et les associations de cabildos. Dans cet article, nous nous interrogeons sur la manière dont les Wayuu s’adaptent et agissent face à ces nouvelles organisations. Les réponses sont variées dans la mesure où elles dépendent des stratégies mises en place par les représentants de ces organisations.
