En Norteamérica existe un nuevo marco normativo dirigido a replantear los términos de intercambio comercial entre Canadá, México y Estados Unidos, y a incidir en sus relaciones laborales. El estudio se dirige a evaluar las condiciones como se está produciendo el tránsito hacia un nuevo modelo laboral en México, partiendo de la experiencia previa y seis acuerdos comerciales de Estados Unidos con 11 países de América Latina y el Caribe. La evidencia reunida muestra que los cambios hasta ahora producidos son limitados y focalizados en industrias estratégicas trasnacionales como la automotriz. Se postula entonces que sólo ocurrirá una transformación de las relaciones laborales si y solo si los cambios legislativos son respaldados y procesados por los diferentes stakeholders involucrados –i.e., una orquestación desde abajo que pueda extenderse y ser respaldada por la sociedad civil.
