Abstract
Significance Actual results have been disappointing due to various factors, including insecurity, government hostility towards certain investments, and the government’s prioritisation of public projects in southern Mexico. Impacts Trade rifts between Mexico, the United States and Canada will increase uncertainties, deterring foreign investment. Low economic growth and greater violence may increase undocumented migration further, exacerbating Mexico-US tensions. A relatively strong peso will further weigh on exports. Government enthusiasm for drawing investment to southern states will have limited effect as rhetoric is rarely backed by substance.
