Abstract
Trois émergents seulement répondent aux conditions requises pour devenir un jour des puissances globales (la Chine, l’Inde et le Brésil). Leurs stratégies manquent de clarté, elles ne convergent pas toujours, elles peuvent même se concurrencer. Observés dans quelques grandes négociations internationales, leurs représentants adoptent des attitudes convergentes sur la constitution de groupes coalisés, regroupant des pays en voie de développement face aux pays riches, tout en se rapprochant des grandes puissances établies chaque fois que leurs intérêts l’exigent. Ils agissent pour que leur pays soit mieux représenté dans les institutions internationales, sans remettre en cause leurs règles du jeu.
