Abstract
Abstract This chapter chronologically explores the strategic trend of the SCS situation from 1990 to 2020 over four phases: 1990–2002, 2003–2012, 2013–2016, and 2017–2020. The main purpose of this chapter is to understand the timing of changes in the subregional power configuration in the South China Sea in a more nuanced way. Of course, environmental changes are not the sole determinant of institutional strategy shifts among regional security institutions. However, without understanding the subregional trends in the context of China’s increasing military and economic capabilities, it becomes difficult to clarify the responses or non-responses of ASEAN and ASEAN-led institutions to the changing environment.
