Abstract
This chapter reveals key governance tensions, implications, and challenges in urban agriculture (UA), such as access to land, space, and resources. These tensions are sometimes related to existing governance structures and actors and the unique UA activities within each particular city. Opportunities to support UA through various policy tools and approaches are reviewed. Forms of multi-stakeholder dialogue and governance that emphasize the involvement of civil society and other actors are highlighted vis-à-vis their relationship with UA, which is linked to a number of pressing global priorities, including climate change, urbanization, poverty reduction, health, and equity. Case studies from Toronto, Paris, Nairobi, and Quito explore how municipalities are working to enable the effective practice of UA and overcome its challenges.
