Pemerintah Provinsi Jawa Barat berencana memindahkan ibu kota Provinsi Jawa Barat dari kota Bandung ke tempat lain. Pemerintah Provinsi Jawa Barat menilai kota Bandung sudah terlalu padat dan tidak layak menjadi pusat pemerintahan. Namun, masyarakat pro dan kontra terhadap kebijakan tersebut. Penelitian ini bertujuan mengidentifikasi pemikiran masyarakat yang setuju dan tidak setuju, serta menyusun model hipotesis pengelompokan pendapat tersebut. Penelitian dilakukan dengan pendekatan kualitatif. Data dikumpulkan dengan membagikan kuesioner daring yang berisi pertanyaan terbuka. Data teks yang terkumpul dianalisis menggunakan analisis konten konvensional (conventional content analysis). Dari hasil analisis terungkap dua kelompok pendapat. Pendapat yang setuju cenderung altruisme dan pendapat yang tidak setuju cenderung non- altruisme. Altruisme adalah kelompok yang mengutamakan kemajuan kota lain. Non-altruisme adalah kelompok yang mengutamakan kemajuan kota Bandung.
