L’organisation des communications au centre du gouvernement fédéral : un glissement vers la politisation ?

Abstract
Au palier fédéral, les premiers ministres canadiens se sont dotés d’un appareil de communication rapproché depuis plusieurs années, appareil qui leur permet de promouvoir leurs initiatives, de comprendre comment les médias les rapportent et de saisir comment l’électorat réagit à leurs politiques. Cet appareil relève du politique, au Bureau du premier ministre (BPM) et de la fonction publique, au Bureau du Conseil privé (BCP). Considérant la nature même du travail au BCP qui impose une grande proximité avec le politique, nous avons cherché à savoir s’il y avait une forme de politisation associée au travail en communication dans cet organisme. À l’aide de données sur les ressources, les structures et les pratiques de communication trouvées dans les offres d’emploi, deux types de politisation ont été identifiés. L’un, fonctionnel pour les plus hauts dirigeants du BCP, et l’autre, structurel en ce qui a trait aux fonctions assignées aux fonctionnaires, auparavant exercées par des attachés politiques.
