Abstract
Significance The talks (intended to avoid arbitration) are unlikely either to promote major shifts in Mexico’s position or to rupture the USMCA. They will conclude next month at the latest, 75 days after the Office of the US Trade Representative (USTR) and Global Affairs Canada requested them. Impacts AMLO’s avoidance of mentioning the consultations in his recent Independence Day speech illustrates his desire not to escalate tensions. With further legal amendments to the electricity sector unlikely, the main risks are in the administrative and regulatory spheres. Unlocking the impasse in power-generation permits will be critical in resolving the dispute and preventing future conflicts.
