Abstract. This study has the first objective to find out the factors that cause the practice of illegal parking violations against private vehicles in the Bandung Polrestabes jurisdiction, then the second to find out the legal review and understand law enforcement against illegal parking violations against private vehicles in the Bandung Polrestabes area. The research method used in this research is normative juridical, and uses qualitative descriptive writing specifications and then uses data collection techniques consisting of library research, namely primary legal materials, secondary legal materials, tertiary legal materials, and field research data by conducting observations and interviews. to the required sources of information, and using data analysis methods, namely qualitative data analysis. Based on the results of the research conducted, a conclusion can be drawn that the cause of illegal parking violations in private vehicles is caused by several factors, namely: internal factors which are factors that influence violators in committing violations including those caused by limited parking space as factors that influence violators to committing illegal parking violations in the Bandung city area. Internal factors, are factors that influence violators to commit violations due to lack of legal effectiveness due to various things, namely lack of awareness and discipline, then punishments that are deemed less effective.
 Abstrak. Penelitian ini memiliki tujuan yang pertama untuk mengetahui faktor yang menyebabkan terjadinya praktik pelamggaran parkir liar terhadap kendaraan pribadi di wilayah hukum polrestabes bandung, kemudian yang kedua untuk mengetahui tinjauan hukum dan memahami akan penegakan hukum terhadap praktik pelanggaran parkir liar terhadap kendaraan pribadi di wilayah polrestabes bandung. Metode penelitian yang digunakan didalam penelitian ini adalah yuridis normatif, dan menggunakan spesifikasi penulisan deskriptif kualitatif dan kemudian menggunakan teknik pengumpulan data yang terdiri dari penelitian kepustakaan yaitu bahan hukum primer, bahan hukum sekunder, bahan hukum tersier, dan data penelitian lapangan dengan melakukan pengamatan dan wawancara kepada sumber informasi yang diperlukan, dan menggunakan metode analisis data yaitu analisis data kualitatif. Berdasarkan hasil penelitian yang dilakukan dapat ditarik suatu kesimpulan penyebab terjadinya pelanggaran parkir liar pada kendaraan pribadi yang disebabkan oleh beberapa faktor, yaitu : faktor internal yang merupakan faktor yang mempengaruhi pelanggar dalam melakukan pelanggaran diantaranya diakibatkan oleh lahan parkir yang terbatas menjadi sebagai faktor yang mempengaruhi pelanggar untuk melakukan pelanggaran parkir liar di wilayah kota bandung. Faktor internal, merupakan faktor yang mempengaruhi pelanggar untuk melakukan pelanggaran karena kurangnya efektivitas hukum dikarenakan berbagai hal yaitu kurangnya kesadaran dan kedisiplinan,kemudian hukuman yang dirasa kurang efektif..
