Abstract
Cet article présente, dans une perspective anthropologique socio-historique, la résurgence actuelle du Mouvement de vie autonome fondé, dès les années 1970, sur l’autodétermination, l’entraide par les pairs et l’autogestion sur le mode coopératif d’adultes en hébergement de longue durée ou à risque d’y être orientés. La création de la coopérative Coop-Assist à Québec, ses actions directes et ses négociations, pendant la pandémie de la Covid 19, avec le Gouvernement du Québec visent le développement de l’Assistance personnelle autodirigée (APA). Sur une base de financement public, ce nouveau programme s’avérerait moins coûteux que l’hébergement institutionnel mais avec une gouvernance indépendante par les pairs autodéterminés. Le cadre d’analyse s’appuie sur le Modèle de développement humain-Processus de production du handicap (MDH-PPH) et les principes de la Convention relative aux droits des personnes handicapées de l’ONU.
