Abstract
Alors que les ports maritimes contrôlent d’importantes réserves foncières, les ports fluviaux disposent d’espaces beaucoup plus restreints. Aussi, malgré un recul notable des trafics, ces derniers ont longtemps été réticents à toute cession de terrains pour préserver leur avenir. Alors que les fronts urbano-portuaires inspirés des villes maritimes constituent un modèle tentant pour les opérateurs urbains, ils sont considéré avec beaucoup de suspicion sinon d’hostilité par les institutions portuaires. Pour elles, sous couvert de renouer les liens entre la ville et la voie d’eau, cette option risque au contraire d’accélérer le déclin des fonctions proprement logistiques de ces espaces. Plutôt que de camper sur une fin de non recevoir, le cas bâlois montre comment un arbitrage intelligent peut répondre à une stratégie de redéploiement urbain tout en garantissant le développement des capacités portuaires.
