Abstract
La Convention relative aux droits des personnes handicapées (CDPH) de l’ONU nécessite des outils rigoureux pour évaluer la mise en oeuvre de ses principes dans les législations, politiques et programmes nationaux. Ce rapport de recherche trouve sa pertinence dans le constat actuel d’absence d’indicateurs explicites d’évaluation de la qualité de l’environnement requis par le mécanisme de suivi périodique de la mise en oeuvre de la CDPH. Il offre une contribution méthodologique pour combler cette lacune par la proposition d’un ensemble de définitions et d’indicateurs de l’accès à l’environnement physique et social. Le développement d’outils permettant de mesurer la qualité de l’accès environnemental fournira des données essentielles démontrant comment les facteurs environnementaux jouent un rôle fondamental dans le processus de construction des situations de handicap et l’amélioration concrète des possibilités de participation sociale et d’exercice effectif des droits humains des personnes ayant des incapacités.
