Le Plan d’implantation et d’intégration architecturale (PIIA) et ses effets au cœur des préoccupations des résidents de la Cité-Jardin du Tricentenaire à Montréal

Abstract
La Cité-Jardin du Tricentenaire, une enclave résidentielle située près du stade olympique dans l’est de Montréal, est témoin d’un renouvellement de sa population et de son marché immobilier. Depuis environ 25 ans, on y observe une importante augmentation de la valeur des propriétés du quartier qui est liée aux transformations sociodémographiques, économiques, mais aussi architecturales. Depuis son adoption en 2009, le Plan d’implantation et d’intégration architecturale (PIIA) constitue un outil d’urbanisme encadrant les travaux que ses résidents et résidentes souhaitent apporter à leur propriété. Or, les incidences de la mise en oeuvre de cet outil d’urbanisme préoccupent certains des résidents, ce qui conduit à l’émergence de visions presque antagonistes entre les anciens et les nouveaux. Afin de mieux comprendre et de saisir ces différences, nous avons mené une enquête auprès de l’ensemble des résidents et résidentes de la Cité-Jardin en 2019. Cet article présente donc le contexte de mise en place du PIIA ainsi que les résultats de notre enquête.
