Alors que les intercommunalités se développent en France, la question des réseaux de lecture publique investit désormais, dans le sillage de la politique documentaire, le champ de la politique d’action culturelle. Dans ce cadre, cette dernière engagera un programme méthodique et contractuel, tenant compte des diversités géographique, sociale et culturelle de ses territoires. Quelles que soient ces réalités de contexte, la mécanique mutualiste apportera un surcroît de sens et de services à la population. L’expérience de la MIOP (Médiathèque Intercommunale Istres Ouest Provence), en est le témoin privilégié dans son mode d’organisation transversal, dans ses processus méthodologiques et collaboratifs de travail et dans sa culture de transmission et de construction continue des compétences. Tandis que des signes manifestes de fractures culturelle, sociale, numérique, révèlent les limites des politiques de démocratisation culturelle, la nécessité d’accompagner tous les publics dans leur accès au savoir et à l’information s’impose. La conjugaison des politique documentaire et d’action culturelle en réseau en détermine la cohérence, l’efficacité et la pérennité.
