We are pleased to present this final issue of Review of Policy Research (RPR) for 2022. The issue highlights our goal of re-establishing RPR in the public policy community and strengthening our collaboration with APSA's STEP section (science, technology, and environmental politics). After the interruption caused by the pandemic, it was also finally possible in 2022 to introduce ourselves as the RPR editorial team to the STEP family in person at APSA's annual conference in Montreal. Thanks for the warm welcome! We look forward to many submissions, not only from North America, of course, but from all parts of the world, if possible. Recent public policies all over the world have been shaped by a variety of international crises. The role of crises in policy processes is manifold: Among other things, they can create new problems, provide windows of opportunity to solve existing problems, and change actor constellations in existing policy subsystems. International crises also provide orientation points for policy narratives which are at the heart of many current approaches, particularly the increasingly successful Narrative Policy Framework (NPF, Jones et al., 2022; Shanahan et al., 2018; Stauffer & Kuenzler, 2021). In compiling this issue, we have selected papers that all contribute to the topic of narrative and public policy in crises. The narrative components, both form and content, change not only as a result of the direct challenges posed by the crisis. Especially in the case of transnational crises, it is reasonable to assume that the narratives also may have transnational effects. In their opening contribution to this issue, Ba et al. (2022) examine the characterization of the U.S.A. by Chinese environmental scholars. They examine whether the Trump administration's influence on environmental policy is reflected in Chinese narratives. Ba et al. find an effect, but it is more rhetorical than substantive. Throughout the 2010–2020 study period, the United States is perceived as an ally in environmental policy. The study is not only relevant for understanding the Trump administration in particular and transnational processes of policy diffusion and transfer in general. Most importantly, it also contributes to the recent debate on the applicability of the theories of the policy process to authoritarian political systems (Bandelow et al., 2022; Dool, 2022; Hornung et al., 2022; Osei-Kojo et al., 2022). The second contribution of the issue also uses the NPF for analysis of policy processes outside established democracies. Schlaufer, Pilkina, et al. (2022) explore how civil society organizations (CSO) use social media to influence waste management in Russia. They identify several reactions to the authoritarian political environment by analyzing social media posts and conducting 12 semi-structured interviews with representatives of 12 different CSOs. The paper by Schlaufer et al. is one of a series of recent contributions addressing the application of the NPF in Russia, which include not only theoretical but also methodological challenges and solutions to policy research in autocracies (Schlaufer, Gafurova, et al., 2021; Schlaufer, Khaynatskaya, et al., 2021; Schlaufer, Kuenzler, et al., 2022; Uldanov et al., 2021). The third article deals with the Bolsonaro government in Brazil, another large country with at least partially authoritarian structures. Milhorance (2022) shows how the far-right administration used the economic crisis to communicate its neoliberal policies. The paper uses the blame avoidance perspective to reduce the political costs of dismantling (Bauer & Knill, 2014; Jensen et al., 2019; Pierson, 1994; Zahariadis et al., 2020). The study shows a dynamic of the policy of dismantling. Challenges for the country's democratic structures have arisen from the initially incremental strategy. These experiences seem to be similar to the effects of right-wing populist governments in other countries. Otsuka (2022) looks at how non-state actors operate between the competing demands of transnational knowledge production and national political circumstances in the environmental governance of East Asia. The literature on the science-policy interface (SPI) provides the three core concepts of credibility, relevance, and legitimacy to bridge science and policy (Cash et al., 2002). The paper analyzes the strategies based on participatory observation of three workshops in South Korea, China, and Japan, supplemented by 30 interviews with scientists, bureaucrats, and NGO representatives. Among other things, the article shows how informal networks are used to protect the independence and credibility of non-state actors while avoiding direct confrontations with state authorities. Young et al. (2022) review the newspaper frames of climate policy controversies in Ontario, Canada, and Virgina, United States. They contrast the frames of the pricing policy (Ontario) and the regulatory policy (Virginia) under otherwise broadly similar conditions. Using content analysis of more than 100 newspaper articles for each of the cases, the paper shows that regulatory policies do not face any easier messaging options than price-based policies. The similar framing of different policy instruments leads to challenges for future linkages between policy designs and framing strategies. For example, it may be important to make greater use of scientific frames to confront critics of environmental protection policies. Like environmental policy, health policy is increasingly seeking to incorporate scientific research into public communication. In health policy, evidence-based medicine (EBM) has established a paradigm that, although internally controversial and implemented differently, plays a major role in almost all countries (Cairney & Oliver, 2017; Hadorn et al., 2022; Saretzki, 2019). Choi and Fox (2022) address a specific challenge of EBM and of evidence-based policy (EBP) in general: policy is not only shaped by solving consensually perceived problems, but also makes decisions in terms of value conflicts. The paper proposes a Fact and Value Framework (FVF) that classifies policy alternatives on both dimensions (facts and values) in terms of consensus and conflict. From this perspective, the paper develops an agenda for evidence-informed policymaking (EIP). El número destaca nuestro objetivo de restablecer RPR en la comunidad de políticas públicas y fortalecer nuestra colaboración con la sección STEP de APSA (ciencia, tecnología y política ambiental).
