Abstract
Les pays africains ont commencé à accepter les réformes néolibérales depuis les années 1980 et 1990. Façonnés par le néolibéralisme et marqués par certaines faiblesses, les systèmes de santé publics en Afrique montrent certaines limites dans la réponse à la pandémie de COVID-19. De ce fait, le retour d’un rôle important de l’État s’impose. Cette recherche repose sur les méthodes d’analyse de documents et du traçage de processus pour découvrir les causes des réformes néolibérales. Il ressort que suite à une récession économique, beaucoup de pays africains, sous pression financière, ont entrepris un nouveau cycle de réformes néolibérales en acceptant les conditionnalités du Fonds Monétaire International (FMI) et de la Banque Mondiale (BM). Les pays africains post-COVID-19 sont confrontés au dilemme dû à la contradiction entre le besoin du retour de l’État avec un rôle important et la nécessité du maintien du néolibéralisme. Néanmoins, ils continuent de poursuivre les réformes néolibérales qui ont été longtemps critiquées. La coopération sino-africaine apporte une alternative aux anciens systèmes économiques et de santé pour les pays africains.
