Abstract
For Ukraine, withdrawing from the USSR involved, from the very beginning, the need to distance itself from Russia. Ukraine received large-scale economic assistance, especially from the United States and Canada, on the eve and after its declaration of independence in August 1991. This engendered a host of illusions regarding the West. At the time it was felt to be perfectly possible (using support organized by the Ukrainian diaspora) to build an entire foreign policy network. The Ukrainian Republican Party was the first to put forward the idea of a Black Sea-Baltic Union. This was that the states of Eastern Central Europe, and subsequently the whole of Europe, should unite around Ukraine to resist both Russia and the USA. Ukraine considered that Poland would need its support in its relations with Russia. Poland played up to Ukraine. An inter-presidential committee was even created, charged with co-ordinating a ‘strategic partnership’ policy.
