Abstract
Significance The ongoing hearings into the Trudeau government’s invocation of the Emergencies Act during last winter’s protests are revealing demoralisation and dysfunction with the policing and security services as well as a degree of politicisation. Impacts Legal proceedings against the convoy protesters will continue, keeping alive the issue of how the demonstrations were policed. Although anger at vaccine mandates has largely dissipated, for some groups it has morphed into general opposition to Ottawa. The Commission hearings are revealing communications issues at top levels of government that will need addressing.
