Abstract
Pemberdayaan Ekonomi Fakir Miskin yang dilakukan oleh Pemerintah Kabupaten Aceh Utara sesuai yang diamanatkan dalam Undang-Undang No 13 Tahun 2011 dilakukan melalui kegiatan Usaha Ekonomi Produktif dan Kelompok Usaha Bersama dirancang sesuai dengan potensi masyarakat miskin untuk meningkatkan kesejahteraan warga miskin agar lebih maju secara ekonomi maupun sosial . Dalam pemanfaatan bantuan masih ditemukan berbagai masalah sehingga bantuan tersebut belum mampu meningkatkan perekonomian secara individual tau kelompok. Dinas Sosial, Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Aceh Utara perlu melakukan pengawasan secara terpadu dalam pemanfaatan bantuan sosial,Penelitian ini bertujuan untuk mengetahui dan menganalisis apa yang menjadi hambatan serta bagaimana upaya pemerintah Kabupaten Aceh Utara dalam mengatasi fakir miskin melalui Kegiatan Usaha Ekonomi Produktif dan Kelompok Usaha Bersama. Metode Penelitian yang akan digunakan oleh penelitian adalah penelitian Yuridis Empiris. Sifat penelitian yang dilakukan bersifat preskriptif, yang bertujuan untuk mendapatkan saran-saran mengenai apa yang harus dilakukan untuk mengatasi masalah-masalah tertentu.Hasil penelitian ini menunjukkan bahwa lemahnya pemberdayaan ekonomi fakir miskin melaui pemberian bantuan modal Usaha Ekonomi Produktif (UEP) melalui Kelompok Usaha Bersama (KUBE) sesuai dengan Undang-Undang No 13 Tahun 2011 serta Qanun Nomor 20 tahun 2021. Selanjutnya melakukan pemutakhiran Data Terpadu Kesejahteraan Sosial (DTKS) di Aplikasi Sistim Informasi Kesejahteraan Sosial Generasi Penerus (SIKS-NG) agar penerima bantuan tepat sasaran.Penulis menilai perlunya sinergitas antara pemerintah pusat dan daerah dalam hal penerima bantuan, perlunya adanya pembagian dana dari pemerintah daerah kepada Dinas Sosial Aceh Utara untuk pemutakhiran Data Terpadu Fakir Miskin, serta perlunya pandangan berkelanjutan dalam bantuan Usaha Ekonomi Produktif dan Kelompok Usaha Bersama.
