Abstract
Sommaire Le phénomène de la bureaucratie de guichet a peu été étudié du point de vue des conséquences de l'activité des professionnels sur l'organisation. Comment l'existence de la bureaucratie de guichet peut‐elle contribuer à influer sur la structure d'un ministère? Peut‐on établir un parallèle entre bureaucratie de guichet et hybridité? Cette étude s'intéresse à ces phénomènes au ministère des Affaires municipales et de l'Habitation du Québec. Les auteures constatent qu'un ensemble de facteurs contribue à assurer un certain poids à cette bureaucratie de guichet, principalement composée de personnel professionnel, ce qui induit des phénomènes d'hybridité structurelle et institutionnelle.
