Abstract
The Ministry of Natural Resources unifiedly exercises the responsibility of territorial development regulation of all national land, which is one of the core responsibilities of the Ministry of Natural Resources. The territorial development regulation model based on the national spatial database and the quality control architecture system can effectively support the construction of an intelligent and all-factor national spatial governance system and the improvement of national governance capacity. Using the spatial use control model, the five-layer software architecture system and the corresponding data standard specification and security system, the intelligent and all-factor spatial use control precision model and innovative workflow as the platform features, and the platform operation mode of “business-data-system” synergy to establish the national development zone audit It can realize the transformation of the original offline working methods and processes, solve the problems of complicated declaration procedures, low efficiency of approval and improper storage of historical data, improve the efficiency and level of approval in the national development zones, enhance the accuracy and effectiveness of intelligent use control analysis, and form a closed-loop system of “online declaration - intelligent checking - networking audit - online correction - information disclosure” which is a cross-network, full-process government service platform.
