La perspective de l’investissement social propose des dépenses actives et des mesures visant à favoriser l’égalité des chances (Palier, 2005, 2014). Au Québec, le secteur associatif dans le champ du handicap milite depuis plusieurs années afin de faire reconnaître et compenser les coûts supplémentaires associés aux situations de handicap, dans la mesure où ils incarnent une inégalité de conditions par rapport aux personnes sans incapacité (Office des personnes handicapées du Québec, 2009). Ces coûts peuvent être aussi considérés comme un frein à l’égalité des chances et à la participation sociale, surtout s’ils se rapportent à l’emploi, à l’éducation ou au transport. Dans le cadre d’une recherche visant à identifier, à comprendre et à catégoriser les coûts supplémentaires liés aux besoins particuliers, un nombre considérable de situations engendrant des coûts supplémentaires, très généraux ou plus spécifiques, ont été répertoriées. À travers une analyse de la politique québécoise fondée sur la perspective de l’investissement social, le présent article permet d’illustrer comment certaines personnes voient leur potentiel professionnel plus ou moins bien utilisé en raison de contraintes d’accès à la formation, au transport ou à l’aide personnelle, lesquelles débouchent parfois sur un non-recours aux programmes publics ou sur une trappe à la pauvreté. Dans l’ensemble, les résultats mettent en lumière des carences dans les politiques et programmes actuels ainsi que les besoins particuliers non comblés qui jalonnent le parcours des personnes ayant des incapacités compromettant, dans certains cas, l’égalité des chances en termes d’autonomie financière ou de participation sociale. Les choix politiques du gouvernement québécois restent plus ou moins nets au regard de l’État d’investissement social.
