POLITIK EKOWISATA: STRATEGI RENCANA PENGEMBANGAN WISATA PESISIR DI KAWASAN EKONOMI KHUSUS (KEK) PANTAI TIMUR SUNGAILIAT

Abstract
Pulau Bangka dikenal sebagai daerah penghasil timah, khususnya di Kabupaten Bangka. Timah yang dikenal sebagai berlian hitam, jika dieksploitasi terus menerus meninggalkan kerusakan lingkungan dan perubahan bentang alam. Tidak hanya sumberdaya timah, potensi lainnya terdapat pada kemolekan ekowisata. Pemerintah Kabupaten Bangka yang didukung PT. Pantai Timur Sungailiat (private sector) menyusun strategi perencanaan pengembangan KEK Pariwisata di Pantai Timur Sungailiat yang tertuang dalam salah satu misi pembangunan daerah guna merubah arah pendapatan masyarakat dari pertambangan ke pelaku wisata. Metode penelitian ini dilakukan secara kualitatif melalui wawancara mendalam dan dokumentasi peraturan daerah. Hasil penelitian ini menunjukan bahwa strategi perencanaan KEK pariwisata di Pantai Timur Sungailiat berputar dalam tahap perencanaan. Akan tetapi, perencanaan tersebut dapat dikatakan sebagai perencanaan “setengah hati”. Kondisi tersebut disebabkan Pemda dan PT. Pantai Timur Sungailiat tidak mengkaji lebih mendalam terkait Izin Usaha Pertambangan (IUP) yang berada di perairan laut dan darat yang berada dekat di titik lokasi perencanaan KEK. Selain itu, Timah Inkonvesional (TI) “membanjiri” Laut Timur Sungailiat. Imbasnya, daerah pesisir terdampak abrasi akibat ulah penambang timah. Kemudian titik lokasi perencanaannya bersampingan dengan lahan kritis, serta nihilnya campur tangan masyarakat dalam kegiatan perencanaan KEK Pariwisata Sungailiat yang diusung dalam koridor ekowisata.
