La sinodalidad de la Iglesia local puede pensarse sólo a partir de una sólida teología de la Iglesia local. Aunque el Concilio Vaticano II no ofreció una exposición completa dedicada a la Iglesia local, sin embargo contiene importantes materiales para elaborarla, En particular, presenta la acción litúrgica como un modelo para pensarla desde ella. Esta acción se estructura en la interdependencia entre quien preside y la participación activa y consciente de todos. Esta misma estructura se encuentra en la vida sinodal que implica la conspiratio entre quien preside y los demás miembros de la Iglesia.
