Lors de la renégociation de l’ ALENA , le secteur laitier canadien a été au coeur des exigences américaines. L’administration Trump a mis énormément de pression pour garantir un meilleur accès au marché canadien pour les agriculteurs américains. Face à cette pression, le Canada a cédé sur plusieurs points, fragilisant encore plus son système de gestion de l’offre. En effet, l’ ACÉUM prévoit quatre nouvelles obligations essentiellement à la charge du Canada en matière de produits laitiers. Il accorde de nouvelles parts de marchés aux producteurs de lait américains (I), abolit les classes de lait 6 et 7 (II), plafonne quantitativement les exportations canadiennes de certains produits à travers le monde (III) et impose des obligations considérables en matière de transparence (IV). Cet article propose une analyse de ces nouvelles obligations ainsi que des répercussions associées pour les producteurs et transformateurs laitiers canadiens.
