En jouant le rôle de médiatrice dans les conflits touaregs de 1991, 2006 et 2012, l’Algérie a toujours réussi à amener les parties à un accord de paix. Cependant, force est de constater la résurgence du conflit armé. Cet enlisement du conflit soulève des questionnements sur la volonté et les stratégies des médiés à réguler leur conflit par la voie de la médiation, mais aussi sur l’efficacité du modèle et de l’approche méthodologique du médiateur sur le long terme. Les grandes questions soulevées et abordées dans cette étude sont : quelle est l’approche algérienne dans la médiation du conflit politique malien ? Cette approche de médiation fonctionne-t-elle ? L’étude s’appuie sur des recherches de terrain menées essentiellement au Mali, de septembre 2017 à septembre 2019, auprès de personnalités impliquées dans le processus de paix. Elle montre que la régulation du conflit complexe nécessite une médiation transformative qui, en plus du processus politique, intègre l’approche ascendante (bottom up). Un tel processus de médiation doit être mené par des acteurs non étatiques pouvant dépolitiser le conflit et instaurer une communication saine pour parvenir à des solutions admissibles pour toutes les communautés, y compris les minorités ethniques ou religieuses.
