Abstract
As energias renováveis são centrais para a superação do carbon lock-in e combate das mudanças climáticas, e o Estado é um importante ator no desenvolvimento dessas tecnologias. O objetivo desse artigo, portanto, é explorar o papel do Estado empreendedor em políticas de inovação mission-oriented para promoção da transição energética renovável. Ressaltam-se os aspectos relacionados com: a) as justificativas, contrastando com as justificativas de falhas de mercado e sistemas nacionais de inovação; b) os princípios essenciais que guiam o desenho e a condução dessas políticas; e, c) o problema em aberto relacionado com os instrumentos de avaliação de seus impactos dinâmicos.
