Abstract
Le présent document est un sommaire d’une proposition de projet de loi pour la modernisation de la Loi sur les langues officielles, rendue publique par la Fédération des communautés francophones et acadienne (FCFA) du Canada en mars 2019. Cette proposition de projet de loi met de l’avant une réforme structurante de la Loi, y compris une clarification et un élargissement de la portée des droits linguistiques. Les principaux changements sont regroupés en quatre sections. La première aborde la question de la coordination et de la mise en oeuvre de la Loi, dont elle propose de confier la responsabilité à une agence centrale. La deuxième décrit l’obligation de consulter les communautés de langue officielle en situation minoritaire. La troisième prévoit la création d’un tribunal administratif et le renforcement du rôle du commissaire aux langues officielles. Enfin, la dernière section résume les principaux changements demandés afin d’élargir la portée des droits linguistiques.
