Pour transformer en bibliothèque « utile » et utilisable les fonds forcément disparates issus, par le biais des confiscations révolutionnaires, des différents établissements religieux et émigrés d’Albi, Jean-François Massol a dû procéder à des inventaires, puis à des tris. Il a également mis sur pied son propre système de classification, pour correspondre au mieux aux utilisateurs (principalement, l’École centrale du département du Tarn localisée à Albi). Enfin, il a dû trouver des façons de développer les collections, sans moyens financiers particuliers.
