Abstract
Cette note de recherche vise à interroger la nature de la crise provoquée par la COVID. En effet, malgré les problèmes de décision et les difficultés organisationnelles, elle ne débouche pas véritablement sur une crise politique. Ni les gouvernants ni les institutions ne sont durablement remis en cause. S’agit-il d’une simple suspension du débat politique comme il s’en est vu lors de situations exceptionnelles où, la santé publique étant mise en jeu, prime l’intérêt général? Ou faut-il aussi voir là l’accentuation d’une nouvelle configuration sociopolitique où l’importance accordée publiquement à certaines « questions de société » éclipse une expérimentation durable de modes de décision concernant des politiques publiques structurelles engageant la France pour plusieurs décennies sans passer par les contraintes de la démocratie représentative ou délibérative?
