Les normes qui pèsent sur l’activité de la PJJ peuvent s’expliquer par la coexistence de trois visées : exécuter une activité définie par cette administration d’un ministère régalien ; produire un service pour un magistrat qui ordonne une mesure et ainsi confie un mineur à un établissement ; travailler dans l’intérêt d’un mineur et de sa famille, « usager » pris en charge. L’empilement normatif ne peut prendre effet que si un travail d’organisation permanent s’efforce d’ajuster ces prescriptions et ces contraintes. On étudie ici plusieurs outils normatifs prescriptifs : les notes d’application cherchant à proposer un « prêt à l’emploi », résultant d’un travail d’ajustement des nouvelles lois générales à la situation spécifique des différents services ; le contrôle et la rectification par le développement nouveau d’audits des services ; l’installation et la généralisation d’un instrument informatique de gestion de l’activité et des mesures ; la stabilisation d’un référentiel pour la mise en place de la panoplie des mesures à exercer à l’époque. Tous ces outils ont des effets sur l’activité, et sur ce moment obligé de l’activité, la production de rapports au magistrat, pour chaque mineur suivi. Le chapitre cherche à définir la portée des ces effets.
