CEUTA AND MELILLA UNDER THE SPANISH AND EUROPEAN SECURITY AND DEFENCE UMBRELLAIn matters of security and defence, Ceuta and Melilla do not appear as territories covered by NATO’s legitimate defence clause, although they would be susceptible to consultations between the parties in the event of a danger to the integrity, independence or security of either of them. However, Ceuta and Melilla would be covered by the collective self-defence clause contained in art. 42.7 TEU. The latter should be clearly stated in the Kingdom of Spain’s National Security Strategy, in addition to giving it a European dimension through the mechanisms provided for in the Common Security and Defence Policy. With regard to internal security, the future Comprehensive Security Plan for Ceuta and Melilla, based on Frontex regulations, should establish operational, contingency and capacity-building plans, and in accordance with the future National Border Management Strategy.
