Abstract
Penelitian bertujuan untuk mengetahui pemanfaatan kawasan By Pass Kota Kendari, Menurut Rencana Teknik Ruang Kota (RTRK) Kota Kendari dan untuk mengetahui faktor-faktor yang Mengakibatkan pemanfaatan Ruang dikawasan By Pass tidak sesuai dengan Rencana Teknik Ruang Kota (RTRK) Kota Kendari. Penelitian ini dilakukan di Kendari bertempat di Kawasan By Pass, Kecamatan Mandonga, Kota Kendari. Metode penelitian ini dilakukan secara Normatif Empiris. Hasil penelitian menunjukkan pemanfaatan fungsi ruang tidak sesuai Rencana Teknik Ruang Kota (RTRK). Hal ini disebabkan karena pemanfaatan fungsi ruang di kawasan By pass Saat ini telah didominasi oleh bangunan permanen seperti Pertokoan dan Hotel bahkan SPBU dan Mesjid di teluk Kota Kendari. Sedangkan berdasarkan ketentuan-ketentuan yang ada pada Rencana Teknik Ruang Kota (RTRK) fungsi utamanya adalah Wisma Tambak. Keadaan ini disebabkan oleh beberapa faktor antara lain faktor ekonomi, sosial, politik. terutama kawasan By Pass Yang sangat strategis.
