Cette étude aborde la question du droit à réparation des victimes en Côte d’Ivoire. Plus de dix ans après de la crise postélectorale, le constat reste sans appel : frustration et déception semblent constituer les sentiments largement partagés par les victimes. En effet, le droit à la réparation des victimes de la crise postélectorale s’est singularisé par une forme d’ambivalence. D’un côté, ce droit fut amputé de sa dimension judiciaire dont le symbole le plus emblématique est l’acquittement de Laurent Gbagbo et Blé Goudé prononcé par la Chambre d’appel de la Cour pénale internationale, le 31 mars 2021. De l’autre, celui-ci s’est vu incidemment circonscrit à sa dimension humanitaire avec la mise en place par l’État de Côte d’Ivoire d’une politique nationale d’assistance en faveur des victimes reposant sur le diptyque indemnisation et réadaptation. Malheureusement, ces programmes d’assistance ont été marqués par des insuffisances notables qui ont quelque peu sapé leur efficacité, à l’instar de l’approche restrictive qui a inspiré leur conception de même que l’imbroglio institutionnel qui a caractérisé leur mise en oeuvre.
