Les nombreux cas de COVID-19 dans les centres d’hébergement et de soins de longue durée (CHSLD) forcèrent le gouvernement à réagir à ce qui fut qualifié d’« urgence nationale » par le premier ministre québécois. Cet article a donc pour objectif de mettre en exergue les facteurs politiques et organisationnels ayant joué un rôle central dans la détérioration des conditions de vie et de la santé des résidents en soulignant, notamment, les manifestations de maltraitance organisationnelle ayant eu cours au sein de ces établissements entre mars et juin 2020. Une analyse thématique des discours publics consignés par l’Assemblée nationale du Québec (N = 73), à partir de 14 thèmes, fut menée. Ces données furent croisées avec de la littérature scientifique, grise et journalistique afin de compléter l’analyse. Le manque de préparation, combiné à une absence massive du personnel ou à sa mobilité, contribua à la circulation du virus. Pour contrecarrer cette « crise dans la crise », une formation accélérée pour les préposés aux bénéficiaires fut mise sur pied. Or, son échafaudage comporte des limites : un temps de formation amputé de moitié, de même qu’une réduction du nombre de compétences enseignées. Fait préoccupant, la compétence abordant la lutte contre la maltraitance y semble absente. À la lumière de ce portrait, il est justifié de se demander si, dans sa volonté de redresser rapidement les déterminants à la base de situations de négligence organisationnelle, le gouvernement ne risque pas, ironiquement, d’y contribuer à court et à moyen terme.
