Cumhuriyet Döneminde Türkiye’nin Nüfus Politikaları: Yeni Bir Kronolojik Sınıflandırma

Abstract
Bazı çalışmalarda Türkiye’nin nüfus politikaları iki dönem halinde incelenir. Bunlar, nüfus artışının özendirildiği ve nüfus artışının sınırlı tutulmaya çalışıldığı dönemler olup, “1923-1965 Dönemi” ve “1965 Sonrası” şeklinde sınıflandırılır. Lakin bazı araştırmacılara göre 1) Artışın özendirildiği dönem (1920-1950 yılları), 2) Açık bir politikanın bulunmadığı dönem (1950-1960 yılları), 3) Aile planlaması dönemi (1960 sonrası) şeklinde 3 dönem mevcuttur. Bazı araştırmacılar ise politikaları 1) Teşvik dönemi (1920-1957), 2) Durgunluk dönemi (1957-1965) ve 3) Planlı dönem (1965 sonrası) şeklinde sınıflandırır. Oysa Türkiye, özellikle 2014’ten itibaren yeni bir nüfus politikası benimsemiş ve nüfus artışını yeniden teşvik etmiştir. Önceki çalışmalar, 2014’ten bu yana uygulanmakta olan nüfus artışını özendiren politikalara değinmez. Bu çalışma, Türkiye’nin nüfus politikalarını kronolojik bakımdan yeniden sınıflandırmıştır. Sınıflandırma, önceki çalışmalardan farklı olan 4 dönem şeklindedir. Bunlar: 1) Artışın Özendirildiği Erken Cumhuriyet Dönemi (1923-1946 yılları), 2) Açık Bir Politikanın Bulunmadığı Dönem (1946-1960 yılları), 3) Artışın Sınırlı Tutulmak İstendiği Dönem (1960-2014 yılları) ve 4) Yeniden Artışının Özendirildiği (2014 sonrası) Dönem’dir. İstatistiki veriler 1935-1975 için Shorter ve Macura’nın 1982’deki çalışmasıyla DİE’den alınmıştır. 1946-1960 istatistiklerine TÜİK, DPT ve UN-DESA’dan ulaşılmıştır; 1960-2014 için kalkınma planları, Nüfus Genel Müdürlüğü ve MERNİS verileri kullanılmış olup; 2014 sonrası, Kalkınma Bakanlığı ve Cumhurbaşkanlığı’na aittir. 3-8’le biten yılların verileriyse HÜNEE’nin saha araştırmalarına dayanmaktadır.
