Abstract
6360 Sayılı On dört İlde Büyükşehir Belediyesi ve Yirmi Yedi İlçe Kurulması İle Bazı Kanun ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılmasına Dair Kanunla birlikte, yerel yönetim sistemi belli alanlarda önemli değişiklere uğramış veya etkilenmiştir. 6360 Sayılı Kanunun yayımlanmış olduğu 2012 tarihinden bu güne kadar, üzerinden 10 yıl geçmiş olmasına rağmen yarattığı sorunlar ve etkileri, halen devam etmektedir. Bunun en çok etkisi, büyükşehir olan illerdeki, ilçe belediyelerinde görülmektedir. Bu sorunların farklı görünümleri ise özellikle Kuşadası gibi kanunla büyükşehir statüsü kazanmış illerin kıyıdaki belediyelerinde, mevcut sorunların üzerine ilave olarak ortaya çıkmaktadır. Bu çalışmada söz konusu etkiler, 6360 sayılı kanunla bu değişime maruz kalan, bir turizm ve kıyı belediyesi olan Kuşadası Belediyesi üzerinde incelenmektedir. Bu kapsamda literatür taraması yanında bu çalışma, Kuşadası’nda taşra yönetimini temsil eden; kaymakam, ilçe müdürleri, yerel yönetim boyutunda belediye başkanı, belediye başkan yardımcıları, belediye müdürleri, diğer kamu yöneticileri ve mahalle muhtarları ile 6360 sayılı kanunun hizmet sunumu açısından neden olduğu yeni durum, bunun olumlu ve olumsuz tarafları, sorunlar ve çözüm önerileri hakkında yarı yapılandırılmış görüşme formunu temel alan, bir alan araştırmasına dayanmaktadır.
