Abstract
Cet article explore les liens entre économie circulaire (EC) et l'inclusion socio-économique en Afrique Occidentale dans les discours et pratiques de la coopération internationale (CI).Cet article identifie deux constats principaux.D'abord, l'économie circulaire, telle que promue, omet souvent les enjeux et les objectifs d'inclusion socioéconomique.L'économie circulaire, en tant que modèle réformiste, peut promouvoir un monde juste et durable avec l'aide de la CI tout en tenant compte de ses limites.Ensuite, alors que l'Afrique circularise depuis toujours à de nombreuses échelles et dans de nombreux contextes souvent informels dans des situations d'innovation sous contraintes, les promoteurs de l'économie circulaire et de la coopération internationale pourraient reconnaitre ces savoirs et pratiques d'économie circulaire implicites existants en mettant en avant une société circulaire inclusive socio-économique.Des pistes de recherche et d'actions sont proposées pour promouvoir une EC réformiste sociale, dans le respect des savoir-faire culturels et locaux.ABSTRACT.This article explores the links between the circular economy (CE) and socio-economic inclusion in West Africa within the discourse and practices of international cooperation (IC).It identifies two main findings.First, the circular economy, as promoted, often omits socio-economic inclusion issues and goals.The circular economy, as a reformist model, can promote a just and sustainable world with the help of IC, all while considering its limits.Second, while Africa has always circularized at many scales and in many often informal contexts in situations of innovation under constraints, the promoters of the circular economy and international cooperation could recognize this knowledge and the practices of an existing implicit circular economy by promoting an inclusive socio-economic circular society.Avenues for research and action are proposed to promote a social reformist CE, while respecting cultural and local know-how.
