Implementation of Online Land Registration Deed Created by PPAT At Land Office of Banyumas Regency And Its Solution. Along with the development of the era and progress of information and communication technology where the law related equipment of land registration has not set the registration of land electronically which entry data implemented by PPAT. Public service innovation in the framework of bureaucratic reform and for the general welfare of the head of the National Land Agency of the Republic of Indonesia (BPN) in accordance with its authority to issue a policy related to the application service of Mandiri Deed Land Registration (PERMATA). PERMATA is a way of registering the land deed including its electronic file to reduce the queue level at the counter. The purpose of this study is the implementation of PERMATA with the problems (constraints) and the solution efforts. The research method used in this research is empirical juridical. The findings in this study, PERMATA is a discretion policy that is technical, kaedah law permissibility is not imperative. However, online applications that are data entry implemented by PPAT must include physical data (non paperless). If there is any mistake in inputting data can be done rectification by re-apply or registration manually. Constraint factors include law and non-law. Solutions by applying the Good Governance Principles (AUPB) to the land office, coordination and good commitment in the implementation of PERMATA services from all stakeholders (government, land office and PPAT). To be able to provide legal certainty, it is necessary to amend the fundamental laws and regulations and regulation of land registration system in Indonesia electronically. For the legislators need to be synchronized between existing regulations so as to support the implementation of law related to land registration online.

 Abstrak. Pelaksanaan Pendaftaran Tanah Secara Online Akta Yang Dibuat Oleh PPAT Di Kantor Pertanahan Kabupaten Banyumas Dan Solusinya. Seiring perkembangan jaman dan kemajuan tehnologi informasi dan komunikasi dimana perangkat hukum terkait pendaftaran tanah belum mengatur pendaftaran tanah secara elektronik yang entry data dilaksanakan oleh PPAT. Inovasi pelayanan publik dalam rangka reformasi birokrasi dan demi kesejahteraan umum kepala Badan Pertanahan Nasional Republik Indonesia (BPN) sesuai kewenangannya mengeluarkan kebijakan terkait layanan aplikasi Pendaftaran Mandiri Akta Tanah (PERMATA). PERMATA merupakan cara pendaftaran akta tanah termasuk kelengkapan berkasnya secara elektronik guna mengurangi tingkat antrian di loket. Tujuan penelitian ini adalah pelaksanaan PERMATA dengan permasalahan (kendala) dan upaya solusinya. Metode penelitian yang digunakan dalam penelitian ini adalah yuridis empiris. Hasil temuan dalam penelitian ini, PERMATA adalah suatu kebijakan diskresi yang bersifat teknis, kaedah hukumnya kebolehan saja bukan imperatif. Namun aplikasi online yang entry data dilaksanakan oleh PPAT tetap wajib sertakan data fisik (non paperless). Apabila ada kekeliruan dalam menginput data dapat dilakukan pembetulan dengan mengaplikasi ulang maupun pendaftaran secara manual. Faktor-faktor kendala meliputi hukum dan non hukum. Solusi dengan menerapkan Asas Umum Pemerintahan Yang Baik (AUPB) terhadap kantor pertanahan, koordinasi dan komitmen yang baik dalam pelaksanaan layanan PERMATA dari segenap stake holder (pemerintah, kantor pertanahan dan PPAT). Untuk dapat memberikan kepastian hukum perlu diadakan perubahan peraturan perundang-undangan yang mendasar dan pengaturan sistem pendaftaran tanah di Indonesia secara elektronik. Bagi pembentuk Undang-Undang perlu diadakan sinkronisasi antar peraturan yang ada sehingga mampu menunjang pelaksanaan hukum terkait pendaftaran tanah secara online.
