Abstract
In 2020, Kazakhstan's economy may shrink by 3% for the first time since the late 90s, followed by a moderate recovery of 2.5% in 2021. Despite a slight 2.3% GDP growth in the first quarter of this year, economic activity slowed significantly in the following months as a result of falling commodity prices, reduced trade volume and the impact of measures to prevent the spread of COVID-19. Consumer demand increased by only 1.2%, which is a consequence of growing concern, a decrease in consumer confidence of the population due to the coronavirus pandemic and the quarantine imposed. Investment growth is also slowing down and will be largely supported by foreign direct investment in the oil and gas sector and investment in housing construction. As a result of the supply failure and currency devaluation, inflation rose above the upper limit of the target range of the National Bank. The first measures to prevent the import of the virus in Kazakhstan began to be taken in early 2020. Sanitary and epidemiological control at the border with China has been strengthened since January 6. The visitors began to check the temperature, and to be hospitalized in case of signs of SARS. Later, the work of sanitary quarantine points was strengthened at all borders of the state.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one source (direct Gemma or distilled Codex), not a consensus.
