Abstract
The province of British Columbia has been an active paradiplomatic actor on environmental and climate change issues for over 60 years. However, this case study remains unexplored in the research literature to date. This article analyzes the historical evolution of the province's international activities in this area, by tracing the different periods of its development. The article begins by outlining the various factors that contribute to the emergence of environmental paradiplomacy in Canadian provinces and the paradiplomatic strategies generally employed by these actors. It then focuses on British Columbia's international strategies and actions during three distinct periods. Finally, this paper highlights the trends, particularities and limits of British Columbia's paradiplomacy identified in this case study.
