Abstract
El propósito de este artículo es mostrar los resultados de la revisión del alcance y las limitaciones de la Estrategia Nacional de Economía Circular (ENEC) del gobierno de Colombia a partir de los modelos analíticos del policy mix y en las doce estrategias circulares. Los resultados principales de este estudio son, en primer lugar, que la ENEC moviliza algunos instrumentos típicos de una política pública para contribuir a la transición de una economía lineal a una economía circular. En segundo lugar, la ENEC se centra en sectores industriales en general y en el último eslabón de la cadena de producción. En tercer lugar, si bien la economía circular tiene el potencial de vincular políticas relacionadas con la prevención del uso de recursos y el comportamiento del consumidor, estas dimensiones preventivas aún son incipientes en la versión de la ENEC analizada. La articulación de políticas del sector empresa-Estado-academia con pequeños productores e informales, así como con comunidades rurales y urbanas, es necesaria para lograr una transición hacia una economía circular más inclusiva e integradora.
