Abstract
Les politiques de construction et de renforcement de l’identité nationale constituent un objectif fondamental de tout entrepreneur identitaire qui œuvre au sein d’une petite nation non souveraine comme la Catalogne. Les petites nations non souveraines, où le sentiment national est très présent, sont susceptibles de s’aventurer sur l’échiquier international pour faire reconnaître la légitimité de leur projet et pour trouver les ressources et un soutien qui leur manquent à l’interne. L’élaboration de stratégies internationales de la part d’une petite nation non souveraine est un phénomène connu depuis longtemps. Malgré cela, une grande partie de la littérature sur le sujet assimile toute action internationale des petites nations non souveraines à de la protodiplomatie, c’est-à-dire à des stratégies visant à favoriser la reconnaissance internationale d’une petite nation non souveraine qui cherche à entreprendre une sécession. Cet article clarifie les concepts de paradiplomatie fonctionnelle, de paradiplomatie identitaire et de protodiplomatie. Il s’appuie sur le cas unique de la Catalogne puisqu’elle est l’une des rares petites nations non souveraines à avoir mis en œuvre les trois politiques.
